Indian Lok Sabha has passed the Personal Laws Bill, 2018. This bill has been moved by Minister of State for Law i.e. PP Chaudhary. This is to remove infectious disease on the ground of divorce in five personal laws - Dissolution of Muslim Marriages Act, Special Marriage Act, Hindu Marriage Act, the Hindu Adoptions and Maintenance Act, and Hindu Marriage Act.

Reason- Behind Amendment Move
This bill was introduced in the Lok Sabha in the August 2018. This bill was introduced as the various recommendations were made to remove the infectious disease as a ground for divorce. Some of eh recommendations are:-
  • The Law Commission in its 256th report has recommended the repeal of laws and the provisions which have discriminatory against leprosy (infected disease) affected people.
  • India is a signatory to the UN resolutions which calls for the elimination of the discrimination against the persons suffering from leprosy. Leprosy as a ground for divorce was a dispute to the resolutions.
  • In 2014, even the Indian Supreme Court had asked the Central and the State governments to take the steps for the comeback and make the combination for leprosy-affected people into the mainstream.
  • The National Human Rights Commission had made a long proposal for the government in this regard.
The Minister said that Leprosy is now a treatable disease as against the earlier idea or it is being incurable. Hence it would be wise to bring the amendment in this regard.

Leprosy- Meaning
Leprosy is a Sickness which is endless irresistible bacterial malady caused by a Mycobacterium leprae. Uncleanliness, for the most part, influences the skin, the fringe nerves, mucosal surfaces of the upper respiratory tract and the eyes are some symptoms of the disease.

Even though the exact mechanism of the mechanism of transmission of leprosy is not to be known, the widely held belief was the disease was transmitted by the contact between cases of leprosy and healthy persons. Respiratory route is gaining ground more recently by the possibility of transmission.

In India to tackle the disease, a centrally sponsored scheme National Leprosy Eradication Programme is implemented. India has eliminated leprosy health problem, which means that there was less than 1 person in 10 thousand infected with this disease. Even though the number seems to be low in percentage terms, when it is considered in absolute term, it is humongous.
